This particular program sounds like a way to keep women locked up for extended durations without having to satisfy due process of law. If they are arrested for prostitution, a misdemeanor, and keep relapsing, then they could spend considerably longer in some type if incarceration then if they just got sentenced on the charge. This can be very damaging on women with children and devastating on the children themselves, which this article does not talk about at all. These women are not just prostitutes - they are also mothers, daughters, sisters, friends etc.

He's not only fighting the fraud, he has disappointed and upset the honest people."
